3. Her Honour Judge Eleri Rees had agreed, last September, it was to be heard first because of CPS failure to disclosure public court records

‘Highly Dangerous’ Prisoner moved out for Rolf Harris.

MAPPA Level 3

1. HM Probation Service officers joined us at the gates of the prison for a specially assembled HM prison van escort to somewhere out west. This unusual clearance was granted by Sir Peter Vaughan, The Chief Constable for South Wales Police, having personally chaired, most likely, the hurriedly needed MAPPA meeting at Barry police station for a quick disposal of one of their country’s registered top 5% most dangerous victims of the regime.

2. On a previous but equally bizarre 2009 occasion I was left ‘at large’ for three weeks quite unaware of the Barry police station’s MAPPA decision. Then armed police with helicopter swooped on the family while we enjoyed a quiet Sunday’s afternoon tea in the garden.

3. That 8^th June 2009 MAPPA decision included The Vale of Glamorgan Probation Service and NHS Caswell Clinic, Bridgend, psychiatric staff sitting around discussing my fate. Were I to be incarcerated in Ashworth Psychiatric hospital IPP indefinitely or by introducing the Chief Constable’s new ‘shoot to kill’ policy and simply taking me out and having me shot?

4. But I also had an urgent agenda after being locked up for a further nine months over the issuing of NHS fabricated medical records. Bang goes my four weeks again, I sighed, originally requested to the County Court in order to complete closing legal submissions for my euphemistically so called ‘civil remedy’ route, anything to slow down police harassment.

5. It had not gone unnoticed by their victim, incidentally, on how the prison had taken the precaution in allowing him to leave with no money or signature required except for some ‘restraining order’ recently deemed as possibly ‘meaningless’ by a Cardiff Crown Court

6. The hundred and sixty odd pounds found in my pockets, following my dubious October 2013 arrest in Barry police station, also failed to feature in ‘discharge’ papers explaining why, perhaps, they had withheld my passport last time despite court directions to the contrary.

7. A prison van was also to join my entourage with two more government officials, dedicated to me for the whole day, simply to carry some forty odd bags of leaver arch files to some far away ‘lock up’. Somehow I was expected to visit it, each day, to prepare the civil damages claims but in between the MAPPA designated one hour compulsory ‘signing in’ ritual.

8. What benefit, this time around, was it if for the South Wales Police to delay the civil proceedings if not identical to the Caswell Clinic 2009 fabricated police psychiatric reports needing police officers to paint a WW1 Lewis machine gun just to fool yet another jury?

9. My court designated Mackenzie friend, in order to bar him as an eye witness in this week’s Crown Court’s proceedings, had stood patiently throughout with alternative transportation.

10. This will continue as long as no one is found accountable and the money does not run out!

1. Why do South Wales Police conveniently use 1997 Harassment Act in order to have me gaoled despite legal argument that it is clearly an abuse of process?

p3 of my licence I have taken down as there may be valid argument it is security sensitive......it was put up because the last judge rebuked me , while halving my prison sentance on appeal (MAPPA told prison to hold my valuables), saying if I had signed for my passport, in the first place, at the prison exit last September we need not have had all these court cases!

Marvelous! I never signed a purported licence this time around either, leaving the prison to Swansea 'approved premises', as there is no legal obligation AND as no one but no one, to date, timed 315 hours local time on 11th July 1014, will explain why I am on MAPPA regime at all ?

Position Statement Police refuse to intervene:

After 15 days in Cardiff Prison without access to photocopying and my legal papers, for both civil and criminal litigation, with ancillary matters also remaining affected, such as 15 ongoing cases preparation, now most urgent.
Despite HMP Cardiff refusing to release my passport.
Refusing to allow me visitors exactly as on the previous term of imprisonment whilst unconvicted.
Refusing to explain why I have been denies legal visits in private.
Refusing to release my car key for retrieval of legal papers.
With neither courts nor CPS answering my letters.
Despite a booked follow-up brain scan (from 30/8/09) following diagnosis of ‘significant brand damage and possibly cancer’ (2nd Dec 2009 transcript) HMP now refuse even a psychiatric examination booked in for 10th September 2013 but mysteriously cancelled despite both Cardiff Courts and HM Crown Prosecution Service (Wales) repeatedly and successfully putting the argument I am not fit to cross examine. Anything to prevent a repeat of the 2010 machine gun trial fiasco proving wide spread conspiracy to pervert the course of justice.

I don't like acting as a typist. But what can you do when prisoners don't get legal representation or their lawyers are prevented from visiting them? As Litigants in Person they are soo badly prevented from advancing their legal proceedings that one just has to help. Evidence has just been received that Caswell Clinic, MAPPA, Police, and CPS, all had further evidence, still withheld from me but disclosed to His Honour Judge Neil Bidder QC on 2nd December 2009, that this new Swansea University and other findings caused the psychiatrist insist it be told to the court in my absence.

The police doctor recommended I be incarcerated in Ashworth High Security Psychiatric, for life and thereby avoiding the embarrassing conspiracy of the 'machine gun' case oozing from cracks in the Cardiff cabal cesspit of freemasons.

07.58hrs I obtain information not to identify the 'devil worshipping brigade, in this tangled web of NHS (Wales) intrigue or their may well be rather 'unfavourable consequences.

05.20hrs Search for my USA psychiatric records

NHS (Wales) Caswell Clinic obtained them in September 2009 but refused to give me a copy or did Recorder of Cardiff, His Honour Judge Nicholas Cooke QC of Cardiff Crown Court, have them when now needed for the Bristol forensic psychiatrist?

Three payments for Freedom of Information Act disclosure failed to reveal them, during 2009 and 2010 or even more importantly, those most dubious reports of Professor Rodger Wood, during Sept-Dec 09, to others including Dr Ruth Bagshaw.

Swansea University and Professor Rodger Wood are well inside the South Wales Police conspiracy loop, to purely to use me as a guinea pig, they being responsible for my having un necessary radio isotopes intravenously shot up my arm to prepare for the Princess of Wales Hospital SPECT scan.

Dr Roger Thomas, of Caswell, was also very implicated from the start and still is. This psychiatrist was later responsible for having me arrested for 'attempted burglary' with the charges only being withdrawn by the excellent CPS lawyer, Mr Tudor Davies, much, much later. after he had insisted the police reveal the documentary proof that I had actually been invited into the clinic, on the day, simplly to collect my psychiatric reports ordered via my Barry GP's surgery staff! Deja vu?

So just how sinister will be the pressure on the court appointed psychiatric from Bristol when telling him not to dig too deep?

22.28hrs Just had a chat with John Wilson in Sydney.......human rights fighter 'extrordinaire', a quiet unassuming dentist bankrupted by devil worshiping brigade 'down under'.......(details to inner circle only)

16.00hrs I caught scabies, possibly whilst in Cardiff prison and so, after second dosing of my GP's remedy to limited affect, I visit a veterinary practice not a stone's throw from me.

I needed what my father also used, in his romantic days as a country veterinary surgeon of yesteryear, when making up our own potions, that is if the pestle and mortar was not otherwise purloined by one of his sons for the manufacture of gunpowder. BB always had100% instant effectiveness with it being both an inexpensive and easy to use topically on our patients and on a rare occasion, as a veterinary student, myself.

I am told by both GP's pharmacy BB was no longer on the market and the veterinary nurse had never even heard of it. My second suggestion that I came back in with a borrowed neighbour's dog, to get the drops on the back of its (my) neck, just to obtain the modern version, also failed as it was 'not licenced for humans'.....a whole new culture out there dominated by fanciful 'health and safety' legislation generated from the 'job's worth' mentality pushing aside reasoned and informed clinic common sense.

A Memorable Day in Bristol, England

After a far more productive day as of late, this time enjoyed in civilised Bristol, I do believe there will now be progress in both release of the Caswell Clinic evidence on my 'significant brain damage' and scent of services of a Bristol lawyer prepared to put 'his head above the parapet'!

So far withheld from me, when submitted by the police, no less, using the CPS prosecutor, no less, 2nd December 2009 Cardiff Crown Court, to have me sectioned, for life, to be incarcerated in Ashworth and subject to my continuing to draw breath, I really do believe, we have finally beaten the deceitful little bastards!

Further to our meeting today and your apparent alarm over the seemingly unsettled disclosure issues, mentioned in the ‘opinion’ section of 2^nd September 2009 Caswell Clinic psychiatric report (enclosed), specifically written for His Honour Judge Vosper QC, I reluctantly also enclose an all embracing explanatory summary of ‘HM Partnership’ that I unwittingly served on HM Court of Appeal.

I was simply opposing the HM ‘strike out’, from my civil claims, of a list of remarkably almost identical unusually extreme police incidents also used by them, back in 2002, to obtain my name being removed from the veterinary register for life.

Whereas His Honour, in 2009, was minded to oppose my release, as he I was privy to the fact I was registered a MAPPA level 3 victim and I was most definitely not, please trust me, such conduct from within the HM Court Service (Wales) continues to flourish.

Only recently, for example, judges of their own courts indicated they cannot intervene in the 2008 order from the area HM Court Service manger, Luigi Stranati, to all his staff, to refuse me access for any of my outstanding sixteen or so, civil and criminal cases, being either processed at their respective court public counters or assisted over the public telephone.

Similarly, Welsh police continue refuse to investigate HM prison, Cardiff, withholding my passport or allowing me access to my own office set up meticulously in a Cardiff flat for the duration of the war.

After leaving you I took the opportunity of taking my very helpful witness out for a delightful lunch before continuing my frustrating trawl through Bristol law firms in the vane hope of finding so called ‘independent representation’. While their HM Partnership continues to lavishly load their gravy train with hard earned tax payers’ money I may remain in some difficulties.

Tomorrow I see the shrink on judge's orders.

The last one was, me in a wheel chair with four very irate gendarmes fooled by the South Wales Police having sectioned me under the French Act. They then had taken me to Pontivy hospital, the idiots, where I was immediately identified as the hip replacement Englishman two years earlier.

I had insisted on fishing from my bed in the River Blavet and, when no one was looking, a few days after the op with blood drain bottles needing to be detached, legged it in my pyjamas to the opening day of the Pontivy Races.......a long story of meeting up at the aerodrome, after 31 years, with aging pilots who reminisced with much humour on how I flew away a very aerobatic SV4c Stampe biplane for £2000 and a £900 Emerude both very light on paperwork!....they fly faster, apparently.

"Money for phone calls has not come through. He should ask the warder to check with the finance office. I spoke to a clerk there yesterday who could/would not confirm anything....it was up to the prisoner but that it took 'some time' to add cash to a prisoner's account! (5 days so far!)" - His sister - former Magistrate.

Maurice has been remanded in his absence until Friday. His barrister will see him Thursday. They are trying to move the 17 Sept magistrates trial to a jury trial on 12 Nov. The two together bail application is going in on Friday. Not sure when M will be informed of the outcome/progress!

Thanks to Norman Scarth, I now know about PRISONGATE as the clear explanation for this 'culture' of oppression, repression and suppression in the country of fairness.

Russia is Maurice's country of choice for asylum. American Melissa Laird whom Maurice visited in HMP Holloway prefers to go to Iran, once she is re-united with her son. Barnet Social Services want to adopt him, while UKBA do their utmost to send her back to the US. Completely fabricated allegations as with all the families Christopher Booker writes about regularly in The Telegraph.

Maria has become a British citizen ages ago, but wonders whether to go back to Nigeria, after she was fraudulently imprisoned for six months. Maurice KNOWS that he is not alone in this Campaign for Truth and Justice.

As Litigant in Person,

he is seriously prevented from advancing his legal proceedings while 'inside'; but why should Governors care?
he can't get the same kind of disclosure, as if he was legally represented; but why should Courts and Prisons bother?
he finds solicitors from hell and bent judges rather than those worthy of their respective professions. Again: isn't everybody only there to protect their own interests and their respective brethren at all cost?

I wonder what will happen to those six judges who seriously harmed another pilot: Len Lawrence was poisoned from the exhaust fumes and his (genuine) brain damage was such that he was given a 'mental capacity certificate'. But the Court of Protection uses these to steal people's assets. In his case, his savings and his house.Conveniently, it's part of the Family Courts that are set up to steal people's children. The Court of Protection aids along, as parents who don't have mental capacity can, of course, not consent to the adoption of their children.

Do you think that the deaths of the 50 children who die in 'care' every year get investigated, let alone prosecuted? Maybe I'm digressing. Maurice must be the Guinness record holder: 13 arrests with charges dropped and over 90 court hearings in his favour. This is since the former Chief Constable Barbara Wilding signed an Affidavit on 25 February 2009 that Dolmans had drafted for her. And on 9th August 2013 he wrote this Position Statement in Case B6814519, Maurice J Kirk, Claimant, v South Wales Police, Defendant:

Since Dolmans, Solicitors, fabricated, 6 weeks late to court order and signed by Chief Constable, her Affidavit contains lies causing the Claimant to be:

1. jailed more than 13 times with no subsequent convictions despite the Police painting a machine gun a different colour to fool the jury or having fabricated the Claimant's 'significant brain damage' and 'possible cancer' just to have him sectioned.

2. in more than 90 civil and 90 criminal daily court hearings, anything to prejudice his position in fighting a 20 year running damages claim.

3. In last 9 days denied access to his laptop or via 3rd party to serve on his court his 31st July 13 application.

4. a witness, yet again, of HM Crown Prosecution Service and partner to Defendant, consistently lie on the facts relating to both Claimant's criminal record and clear permission by lay magistrates allowing his access to his legal papers in his flat while Police continue to refuse to disclose custody records and witness statements from doctors.

Maurice was with us in spirit when we met as the Association of McKenzie Friends. Coming home, I had a letter from him. He expects to be in jail for a long time, because "the system" can't afford to let him win his machine gun case. It would be too expensive to compensate him...

Thanks to recent comments by very eminent friends, I'd like to summarise my current understanding on behalf of victims as follows:

we can't use our own case to change "the system" which, in short, is "the State"
it's not about justice, fairness or other noble ideals, it's about "presenting our case" and the issues we have with ourselves in the process of doing so
to change the system requires very different tactics and strategies than any of us can carry out on our own.

Over the years, Maurice has learned to put his complaints together more succinctly. His latest list is here. The sad thing is that HMP Governors don't seem to manage to ensure that wise rules called PSOs (Prison Service Orders) are carried out. The page that speaks about Litigants in Person should give Maurice what he asks for... But our letters don't seem to make a difference, let alone his own requests...

Many will remember the remarkable Suzon Forscey-Moore who has left a few key documents with us. One of them is an 8-page Affidavit she wrote on behalf of a "Lloyds name" and demonstrates her excellent research. The quotable quotes from her historic critique of the Welsh and English justice system are:

Point 42: In the context of the Birmingham Six: "It is better that some innocent men remain in jail than the integrity of the English judicial system be impugned".
43: "It is better that thousands of people are wrongly made destitute than the integrity of Lloyd's (and the government which should have deterred Lloyd's fraud) be impugned".
44: In the context of Lord Denning: Finding fault with the system was beyond him. Individuals for whom the system works, will see no need to analyse it. It is the victims on whom that difficult burden falls.

Maurice is one of the many "Victims turned Starfighters" who don't know enough about procedures and remedies and think that common sense prevails. He also still hopes, like many others, that the right judges and the right politicians will sort things out.

Thanks to my analysis of anglo-saxon capitalism, as it evolved contrary to the Bank of England Act 1694, I have become much more cynical. Suzon writes:

Point 28: "Money decides legal matters" and quotes the Governor of the Bank of England, Mervyn King, in The Times (Point 79):
"the adversarial system for settling civil legal disputes was in reality 'profitable monopoly of lawyers' and called for the Government to take steps to reform the law."
And in point 80 the Director of the Serious Fraud Office: "There remains a gap between the incidence of fraud and the number of investigations, let alone prosecutions...I am not suggesting that the justice gap can be closed--merely narrowed.”

However, bankers have lawyers in their pockets, both are "self-regulated" and the creation of 'money from thin air' is beyond anybody's scrutiny. What's dishonest about our money system is equally beyond scrutiny. In fact, the public interest doesn't seem to be at the heart of those in positions where they could make a difference, while their minds don't understand what "money" is.

Our only hope thus seems to be publicity online. For the mainstream media are playing along the powers that money buys. In the spirit of Jeremy Bentham (1748 - 1832):

"Publicity is the very soul of justice. It is the keenest spur to exertion, and the surest of all guards against improbity. It keeps the judge himself, while trying, under trial. In the darkness of secrecy, sinister interest and evil in every shape, have full swing. Only in proportion as publicity has place can any of the checks, applicable to judicial injustice, operate. Where there is no publicity there is no justice."
