On 20th July 2013 I am just released after another night in police cells because of liar, MARK DAVENPORT, ringing police to block my getting into the flat for my legal papers required for the final day of my twenty year running damages claim against the South Wales Police.

After an hour in Cardiff Magistrates, before proper Cardiff magistrates for a change and not the usual District Judges, John Charles or Bodfan Jenkins, fundamental issues with the help of the Clerk of the Court were sorted out.

But DAVENPORT had switched off the electric and had changed the locks whilst employing staff who were drawing the dole to help him allow fly tipping on my land.

After I had heard the usual evasion of the truth and shouts of almost, "liar, liar, your pants are on fire", Her Majesty's Representative, as prosecutor believed be also from 9 Park Place Chambers, Cardiff, eventually was made to release, albeit far too late, my custody record including the video made under caution that will knock this new bit of trumped up nonsense right on the head.

Yes, Mr Kirk must be allowed to live at the flat, the court heard and what of the squatter in the shop below, was my reply?

At the end of proceedings I felt it only appropriate to recommend that the Madam Clerk of the Court to be o0ffered a position as an inquisitional judge, as under the laws of Code Napoleon in a court somewhere in Brittany.

Whilst the Cardiff Cabal continues to protect the rogue police doctor and the courts appearing protect the other ring leaders behind my twenty years of purgatory whilst resisting both extreme and unusual irregularities from those in positions of privilege the Cardiff courts will continue to have my most undivided attention.

Her Majesty's representative again misled the court concerning the outstanding matter of the rogue police psychiatrist.

The Caswell Clinic psychiatrist and his Cardiff Cabal are still maintaining, three years on from the MAPPA level 3 'machine gun' acquittal, that their victim is still 'medically unfit to plead or stand trial' when it so suits but not when circumstances are not helpful for them (see The Times On Line' comment below).

Meanwhile I remain diagnosed with 'irreversible significant brain damage' and possibly cancer that caused the current Defendant, in these current civil proceedings, on 2nd December 2009 Cardiff Crown Court, to recommend, via barrister Richard Thomlow of 9 Park Place Chambers , Cardiff, to recommend that I be incarcerated in High Security Psychiatric Hospital most likely for life.

NHS (Wales), at Caswell Clinic, are reliant on not just a brain scan interpreted by someone without the appropriate qualifications after using the wrong techniques but on its supporting documentation for the Cardiff court stating I have significant brain damage because:

1. I had been an old drinking partner of actor, Oliver Reed Esq

2. I had ditched my WW2 aircraft in the Caribbean and

3. had flown all the way to Australia without a map

This continuing bullying by the police and causing false imprisonments, just as with their refusing to release of my own 5 page victim statement following complaint, last year, by this same Caswell Clinic psychiatrist having had me locked up in prison for weeks following his latest fanciful delusions that I had been around to his home and harassed both he and a DR JANIS HILLIER I have never even met.

The release of these 13th July 13 custody records together with the video record of my 'Defence Statement', in rebuttal to an allegation of two common assaults on DAVENPORT and another, are needed as exhibits inTuesday's County Court hearing before His Honour Judge Seys Llewellyn QC on the final day of the first three of seven damages claims listed soon for a hearing.

On that 13th July 13 I was arrested by a PC Charles......"Any relation?", I asked the court.

And by 7.30pm on 19th July I am again arrested and with hand cuffs behind my back hauled into a police car with not even the right to have a road side breath test. Hang on here, I said, it was I that asked for police officers to attend this time!

I was also arrested just a few weeks ago whilst quietly parked on private property, on the pretext of 'drink drive' but with no moving traffic offence as their excuse.

In both these 'drink drive' incidents there was significant delay for over one hour before having to provide a specimen of breath!

The 2nd delay was one hour and thirty five minutes and was deliberate for senior officers, no doubt, to be contacted to set up another conspiracy to pervert the course of justice. Remember, please, the numerous police incidents in the three current claims for damages contain three road side incidents recording positive specimen of breath taken but all zero within one hour of my arrests.

I, Michael Murphy of The Old Police Station, Barry, confirm that the content of this, my statement, is true to the best of my belief.

Back in the mid 90s Mr Kirk had flown over my scrap yard, situated next to Barry harbour to identify his car lying there and then reported me to the police for theft.

A neighbour had previously arranged to have Mr Kirk’s car towed off private land to the rear of his veterinary hospital in Tynewydd Road, Barry and onto the adjacent public road.

Mr Button had then telephoned me to say that I was to remove the vehicle from the public highway but was to keep it for a minimum of fourteen days.

If by then it had not been recovered by the rightful owner then I was allowed to dispose of it as I pleased.

I refer to your further attendance at our offices on Thursday 28 March 2013, when you again sought to ignore the fact that we have withdrawn your licence to attend at our offices. In Cardiff County Court this Month

Lantwit Major's police sergeant 'Killer' Kilberg, one of many in the 1990s police force, who had my name removed from the veterinary register is caught out lying to the currently presiding judgere along with a few others already heard and shortly to also give evidence.

Enclosed is a 90s Barry police station custody video of Kilberg lying to the custody sergeant that I was in breach of a public order offence despite the custody sergeant specifically asking for that clarification.

His Honour Judge Seys Llewellin QC or the police QC, during the three months civil action currently in session in the Cardiff Civil Justice Centre, asked for clarification on exactly the same point with the South Wales Police sergeant qualifying the issue by stating the custody sergeant made the mistake when writing down the facts.

Punitive DamagesInEnglandand Wales, exemplary damages are limited to the circumstances set out by Lord Devlin in the leading case of Rookes v Barnard:

Oppressive, arbitrary or unconstitutional actions by the servants of government.
Where the defendant's conduct was 'calculated' to make a profit for himself.
Where a statute expressly authorises the same.

Rookes v Barnard has been much criticised and has not been followed in Canada or Australiaor by the Privy Council.^[7]

Re: Request CPS Review ‘all’ conditions so a Restraining Order does not set me up to fail?

Thank you for your letter 20 March 2013. My 22 January 2013 letter is to vary “all” conditions. I understand that the CPS previously proposed the following sorts of conditions in 2011 and so it follows we vary the past CPS draft proposals to seek a proportionate response:-

I can agree not to contact Dr Tegwyn Williams. [I have instructed private detectives to locate Drs Williams and Hillier’s home in order that there may not be a repeat of my last summer’s vindictive imprisonment following his false ‘victim’ statements].

I agree not to disseminate any untrue information with regards to Dr Williams.

That the Order end on………Date?

As Dr T Williams is not at Caswell Clinic and has not been there for a very long time it would seem wrong to deny me my rights and liberty of access to my NHS clinic.

It is also normal NHS procedure, after being an inpatient (sectioned or otherwise), that if he is confused, unhappy or seeks reassurance regarding what has occurred and/or is written, that the patient is to return to the same clinic to discuss issues with the same ‘group’ of clinicians.

Under the Data Protection Act the same clinicians are to update the records to make all that they have ever written to be fair, true and accurate. Clinicians not at Caswell in 2009 cannot address data. It must be the team at Caswell. There were over twenty writers in the three months of my team assessment or forced unnecessary and unlawful incarceration.

Dr Williams and his lawyers are accused of abuse of power and workplace bullying where the Caswell team wish to build a relationship with me. If I name a good genuine clinician, who will help me, will Dr Tegwyn Williams and his lawyers then bully that clinician not to help?

I cannot now name any helpful good clinicians for fear of them receiving a repeat bullying.

You mention that Morgan Cole, solicitors, say that there is no facility to conduct tests for brain damage at Caswell Clinic when Dr Tegwyn Williams seems to say there is, in that Caswell Clinic is the host to commission and deal with investigation of specific issues of brain damage effecting behaviour relevant to MAPPA level 3 forensic psychiatry.

Why, then, did Dr Williams ask the Crown Court to section me first to Caswell Clinic and then to Ashworth Prison if not to determine the presence or absence of brain damage?

Why does Dr Williams avoid clarifying whether I have significant irreversible brain damage?

His last summer’s false ‘victim’ statement, police countersigned, means the CPS recognises Dr T Williams is not without blame when dropping all charges. So is the CPS now proposing to vary my Restraining Order to that of a more proportionate one or do I appeal to Europe?

As usual it is all about 'disclosure of evidence' so if the police can withhold names of witnesses, custody records and police personal note books etc then they usually have you 'buttoned up' and 'up a creek without a paddle' in any subsequent criminal or civil proceeedings.

A case in point is next Wednesday's hearing, where the police witheld the overhead Newport Road, Cardiff, video until I was convicted.

I have been unable to open the ZIP files which you have sent and have asked my IT team to investigate the same. Attendance at our offices

I refer to your and anticipated attendance at our offices at approximately 4:55 pm on Friday, 22 March 2013. I record that you entered the reception area of our offices despite having previously been advised that your license to attend our premises had been revoked and that you would be trespassing if you entered our premises.

This decision was not taken lightly, but was based upon our previous reasonable requests for your dealing with matters by e-mail and correspondence and the fact that it had been necessary to ask for police officers to attend our offices due to your refusal to vacate the premises on a prior occasion. In addition, you have made several unwarranted indications of your intention to effect a citizen's arrest upon me personally. I have no wish for my staff to become embroiled in any issues relating to your expressed intention. I am also aware that you have distributed leaflets relating to myself which are inappropriate and inflammatory.

I would be grateful if you would abide by the indication which has been provided to you. If you continue to seek to enter our premises, then it will again be necessary for us to involve the police.

Your purported reason for attendance at our offices

You indicated to the person who dealt with you that you are seeking to attend regarding VHS cassettes and a DVD and that you are seeking to draw attention to discrepancies between the same.

The person who dealt with you indicated that he would not be able to assist in this regard, but you indicated that he would be returning to our offices at 4:00 pm on Monday, 25 March 2013.

Your need to comply with a court direction

A direction was made by the court on 13 March 2013 that you were required to produce by 4 pm on Friday 22.3.2013 the videos which you have in your possession by email and that those which you did not have in digital form, were either to be supplied to the court in digital form, or if not practicable, to be lodged with the Court by that date, for the particular attention of Mrs Rosie Pahl.

It is clear from this direction that the intention was that you should lodge any relevant tapes or digital copies with the court, rather than this practice. In particular, we are alert to the fact that you have suggested to the court that this practice cannot be relied upon to produce appropriate copies.

The court has made it clear that the court is to take control of any documents which you produce. You are therefore reminded of your obligation to provide any relevant material to the court as directed by the court.

It is noted that on Sunday 24 March 2013 you directed an e-mail to Melanie Standley of this practice (who is absent from the office this week) providing a link to a “you tube” site. It is noted that you also referred to videos having been stolen from your vehicle.

The CPS, on 1st December, produced various drafts of a 'Restraining Order' producing the following but still not disclosing the one now needed, of course, for the Criminal Court of Appeal, very shortly, the part hand written draft brought waved under my nose, in my cell, by that GEOamey guard, the lying little Lee Barker who's statement completely contradicted that of the only other tamed witness in a corridoe of six eager on lookers!

THE 1997 HARASSMENT ACT is a typically knee jerk written piece of legislation, of the Blair era, now being abused just to lock up those exposing the crimes going on daily in our welsh law courts.

Anticipating the continuing conduct of the Welsh courts, to protect their very own NHS's conduct in a similar manner to the way they had so far protected their police force, irrespective of the facts, I quietly lobbed into their cess pit of deceipt, rather like a Mills bomb into the mill pool for trout, a petty debt £840 claim for bus fares and time wasted, travelling backwards and forwards countless times to Caswell Clinic, when originally promised my medical records used on 2nd December 09 to have me sent to Ashworth. That claim, as predicted, to prevent the doctor having the risk of committing perjury, was settled out of court to the cost to the tax payer well in excess of £20,000.

At my 20^th December 2012 magistrate’s application, to be able to see my South Wales doctor, this 13^th December Morgan Cole document was, without me knowing, already with both District Judge Bodfan Jenkins and CPS Mr Dicken, the latter summoned to represent Her Majesty.

All four parties, the NHS, the protected rogue doctor, scheming judge and bewildered CPS ALL blocked the progress of the case by pre arranging yet another adjournment, a game they have played now for over a year…...anything to cover up the truth.

Like wise, Bodfan Jenkins, an old hand at perverting the course of justice, held back the clerk of the court’s notes of the May 12 ‘shooting walking stick’ hearing following my repeated attempts to have my totally legal property returned by the police following their 2009 ‘machine gun’ house raid fiasco.

The case was adjourned, far too embarrassing for a public arena. My medical care will have wait until their conclusion at 22^nd January hearing!!!…….. come, witness and inhale their stench

The ‘walking stick shot gun case lingers on a ‘case stated’ application forcing the same judge to release the court’s notes indicating it had statements from both police and my then wife , none of which I knew about during the 2010 ‘machine gun’ jury trial, indicating a conspiracy to pervert the course of justice

So what? The South Wales Police are past masters at distorting the truth.

Letter to GMC:

I emphasize that in writing my psychiatric reports Dr ******** was unduly influenced by the South Wales Police to report that I was suffering mental health problems resulting from ‘significant’ brain damage and that in coming to such a conclusion Dr ******** deliberately ignored reports from properly qualified radiologists stating that my brain scan was normal for a man of my age.

Instead the doctor sought out the advice of a clinical psychologist researcher who was not qualified to interpret such scans (and who was not made aware of the radiologists reports) and then moved beyond even this advice to tell numerous courts on the basis of no evidence whatsoever that I had suspected brain cancer.

There is an outstanding civil damages claim surrounding police operation, ‘Operation Chalice’ and a ‘machine gun’ I once owned attached to my aircraft. The armed police raid, backed by helicopter, on the marital home on 22^nd June 2009, marked the date of our marital separation. Witnesses present are reluctant to disclose any information always needed. That includes witness identification, copy of all statements taken and substance of all conversations and how and when the house search was carried out etc My daughter was again at risk, under police code name ‘Operation Orchid’, to ‘snatch her by Social Services. It is MAPPA and a rogue forensic psychiatrist that caused, if you wish to believe a word of it, added reasons given and accepted in court, as to why I was not to be released for nearly eight months and in return sectioned under the 1983 Mental Health Act.

The case relates to a purported ‘shooting walking stick shot gun’ obtained by the police, nearly a year later, from the marital home, during my January 2010 ‘machine gun’ trial at Cardiff but with no witness statements taken. None of this information came to my notice until three years later and only by my court applications to make the police disclose relevant evidence.

South Wales Police cross to England to influence a witness that has caused my name being removed from the veterinary register and receive a criminal conviction.

. 2nd Nov 2010 conviction of common assault fabricated to use to oppose bail over a two year period only for it to be then withdrawn police never ever having intended to fight my appeal as the two year use of successfully opposing my bail had served its purpose..

False imprisonment re 2^nd allegation of Breach of a Restraining Order from approx 21st Sept 2012 imprisonment for nearly 3 months on evidence later withdrawn as the police knew full well my action to fax a pre action protocol draft witness summons to Caswell Clinic was lawful.

My request for the MAPPA fabricated withheld medical evidence, used by police, CPS and rogue doctor, to apply for my transfer to Ashworth Psychiatric prison on 2nd Dec 2009, requires immediate disclosure in order I may apply to be put back on the veterinary register and for me to be eligible to update my professional flying licences.

Yesterday the usual attempts were made to ridicule a GP's medical certificate, I had handed in at the court door but that is what happens when their own rogue doctor is allowed to say I am 'mad', with irreversible, probably, 'significant brain damage' and a possible brain tumour and get away with it! 09 09 01radiologist scans report.pdf

Their very own forensic psychiatrist was to suite their collapsing 'machine gun' trial, the latest in string of false imprisonments. Reliant on a widespread Welsh judicial conspiracy, which even meant using MAPPA and England’s FTAC, as they did, was bound to fail, but now, again, compounding an ordinary GP’s work, someone just trying to do her job.

Remember, Cowbridge Health Centre, my registered practice for nearly 18 years, dropped me like a ‘hot potato’ as soon as I won the ‘machine gun’ Caswell Clinic fiasco and walked free from the abuse of the Mental Health Act.

Remember, my Ravenscroft, Barry medical practice, very soon after, also dropped me like a ‘hot potato’ as soon as they produced a medical report, deliberately withheld by the Cardiff Magistrates, from the then 2^nd Nov 10 presiding judge, for the ‘relatively minor incident, as District Judge Charles called it. Charles confirmed he knew of my being pushed down a flight of stairs by a bully boy ex-police officer, to finish up in Casualty with a broken leg but was the judge to prevent my cross examining, on medical grounds, any prosecution witnesses leaving it to another to adjudicate upon.

District Judge John Charles, even said the penalty for my common assault conviction carries ‘no order’ frantic, of course, I did not appeal it as it was heard in my absence, with no cross examination whatsoever. Yes, you guessed it, the GP’s report in 2010, as with yesterday, was also ridiculed.

So when this NHS (Wales) GP writes that I now need a another brain scan, whatever judges, may wish to say or do behind the scenes, how do they go about stopping it?

Only in the minds of those who were brought up in believing in 'the rule of law' feel it is time for some prosecutions around here.

So what just did The Honourable Mr Justice Beatson have to say relevant to Article 6?

His first duty was to consider the content of this police commisioned and Crown Court used medical report now with my GP pending result of another brain scan....

Reliable witnesses sat in court only to hear the continuing Welsh judiciary, MAPPA and HM Prison Cardiff and NHS (Wales) cover up over a rogue NHS (Wales) doctor backed by a Swansea Professor who also falsified medical reports. Why? Just to get an IPP on an Englishman having failed in getting him shot. The crime, pray? For 20 years of questioning Cardiff courts’ inherent conduct, clearly only answerable to cyberspace.

This was an oral Judicial Review Application CO/3970/2012 from apparent failures in both Nov/Dec 11 Cardiff Magistrates and 1^st/ 2^nd March 2012 Crown Court hearings concerning allegations of harassment of a NHS (Wales) level 12 consultant forensic psychiatrist who had knowingly falsified the victim’s medical records without appropriate qualifications

Mr Justice Beatson said there was 'no challenge' in law to the fact, in both sets of court proceedings, I was:

1. refused any of my legal papers in court left lying my prison cell...... exactly as in the Jan/Feb 2010 ‘machine gun jury trial’ fiasco

2. refused any of my legal papers from my own solicitor, especially collected and delivered to court by so many frustrated helpers...... exactly as in the ‘machine gun’ trial

3. refused the right to cross examine any prosecution witnesses, not even the investigating police officer...... exactly as in the ‘machine gun trial’ when allowed only six questions

4. appointed a lawyer, against my wishes, given no defence instructions or any idea of the defence’s case (the reasonable right to detect and prevent further criminal conduct etc)

5. appointed a lawyer who refused to challenge prosecution evidence including that of the unqualified doctor, the complainant, who had contradicted the diagnosis from doctors who carried out the series of brain scans

6. refused my right to call defence witnesses, the above doctors, for example or even to be allowed to interview, as eye witnesses or obtain police personal note books including those from the seven police officers who had concluded, at many of the incidents, no crime was likely to be committed should there be distribution of ‘Wanted’ posters.

His Lordship went on to say, I am told, he was notifying the next JR judge, about to deliberate over His Honour Judge Hughes QC, of March 12 Harassment appeal, also refusing me right to cross examine any one when not even giving reason.

This next JR application is should Cardiff courts be made to ‘state a case’ as to why it was it lawful to prevent my cross examining anyone, with no prosecution evidence challenged by anyone either!

As with District Judge John Charles' 2nd November 10 'common assault' Cardiff case, appealed to Bristol Crown shortly, when the cabal first tested their new tactic concerning the above there is far too much at stake, now, for any hope of justice.

An extract from the 1st March 12 Appeal transcript, paid for and sent to The Royal Courts of Justice on the 8th June for Mr Justice Beatson to indicate just how nefarious conduct is rife here and clearly inherent in their nature.

Despite the expensive transcript being sent onto to Cardiff Civil Justice Centre, confirmed to me by letter, Mr Justice Beatsonclearly clearly indicated, to my four witnesses at the back of Cardiff's Administrative, he never ever saw them.

It didn't end there ,apparently, he went on to I repremanded me for not complying with Mr Justice Singh's order to do just what I did!

Further enquiry, since the Applicant was released from Cardiff prison over this latest conspiracy, indicates there are a significant number of other victims in South Wales with similar accounts to tell, explaining just why this doctor continues to enjoy immunity as an ‘absolute witness’, an expression to be milked, no doubt, in Cardiff, in the next few years, during judicial melt down when he need only to be ‘cross examined’, even if from HM Partnership’s court own appointed lawyer!

3. Enclosed are a few extracts and copy from a few other JR Applications (Sections 14 and 15) all conceived in South Wales’ current climate. They all relate to this notion of an ‘absolute witness’, a forensic psychiatrist for the South Wales Police and who, all alone, obtained the protracted incarceration of Maurice John Kirk under Section 35 of 1983 Mental Health Act.

Nothing was said in court, because I wasn’t there, about the RCJ already having notified this judge, by their 19^thJuly letter, adjourn to join with this application the pending ‘state a case’ and time for me to find a lawyer.

Oh no, of course not, just like my 23^rd April High Court hearing, while I was in prison, Civil damages 20 year running damages claim, ‘striking out’ the police prosecution incidents where numerous Cardiff court officials had been caught falsifying, again, court records.

Cardiff court judge and /or staff truly excelled themselves, yesterday, in saying ‘no application’ had been made for an adjournment….

My helpers came out of the Cardiff Civil Justice building to demonstrating ‘Rick on the Roof’ and me, to say my case 'would be' dismissed, as I should have notified the court earlier for an adjournment with my suggestion and application that it was only common sense to consolidate both JRs as 'state a case' in the Crown Court appeal was a similar but very different argument in law. I have suffered 20 years of Cardiff Civil Justice managers' campaign to distort the facts and withhold vital sent in documents to RCJ visiting judges

The judge had to adjourn for 30 minutes for another matter. Quick as a flash I was on the phone paying a court fee of £80 for another application while the blank application form was being tricked out of them for me to fill in. One of my portly but able ‘runners’ then alighted the court steps, again, at break neck speed , with form filled in and with much aplomb served the papers on the disreputable organisation.

Within a mere few nanoseconds, it seemed, a smart young but somewhat embarrassed court official came panting out on to the pavement, grasping in his hand , ‘Chamberlain style’, a piece of paper.

It was the sealed/stamped court record of my latest application to consolidate this current episode of Cardiff Cabal skulduggery.

“Your case has been dismissed and I have been sent down by the court to reimburse the £80 court fee”, he said, as I quietly logged the time he spoke on the back of my hand.

I looked at the piece of paper, my hurriedly but sealed by the court, filled-in application of seven minutes earlier and made off with it to ’have it out’ with the judge and a bloody nose did cross my mind.

But did this visiting judge know any thing of this reimbursement scam either?

I was considered too unwell to enter court by those present, as did my GP and so returned the form to the clerk, remonstrating I was not allowed an application but promised a copy.

No, of course the case had not yet been dismissed, it was just bluff but was the judge aware? Had this judge ever been told of the first application let alone the second?

‘HM Partnership’ has once again come to their rescue.

I continue to be banned from the building, except for court room of listed case and soon even that will be blocked when I am registered a Vexatious Litigant.

After a convivial lunch with the K-Team, my helpers hear the case, without me, culminating in the judge’s indication that the outstanding ‘state a case’ JR or any others in the pipe line will be linked.

SO WHY WON'T ANY ONE IN CARDIFF MAGISTRATES RELEASE TO ME OR MY LAWYER OR CROWN COURT RELEASE JUST WHAT ORDERS CAME FROM THEIR ADMIN COURT TO BLOCK MY RIGHT TO APPEAL.....

At last, this week, as if in stereo, both CPS and Magistrates admit having 'no record' of any draft 1st Dec 11 'restraining order' or what ever was served on me in the cell, but identifying a high court judge, on the records, had given directions without myself being notifed thereby obstucting the appeal remedy

It stinks, doesn't it?

There leaves, of course, the small matter of the outstanding 12 03 30 Application for Case Stated .txt , to be heard shortly by yet another frilly nickered judge wheeled in to protect the gravy train.

He or she may well agree with me that this remaining, deliberately aimed at the heart of the principles upon which British justice is based, JR Application, may look a little incongruous amongst what I have just witnessed in South Wales these past twenty years but who around here any more cares?

Thoughts of a Cynic on Armistice Day or "How Can this really be True?"

This account of events attempts to illustrate how "HM Partnership", the combination of the Welsh Crown Prosecution Service, HM Court Service, HM Privy Council, HM Prison and HM Treasury Solicitor, has colluded to get Maurice Kirk's name removed from the register of veterinary surgeons. Subsequent appeals were refused, even though they did not follow the procedure prescribed. An Abuse of Process Application is therefore currently before HM Privy Council shortly to be heard at the Supreme Court building in Parliament Square, London. In this video talks Maurice outside the building after having lodged the application.

1. 2001 RCVS lawyers visit South Wales Police and examine Maurice Kirk's confidential police records, contrary to Home Office Regulations 87/45.

2. 2002 South Wales Police complaint to RCVS leads to MJK's name removed from the veterinary register.

3. 2003 HM Treasury Solicitor instructs HM Cardiff County Court manager to send all of MJK's 130 odd files to a team of HM lawyers in Whitehall to consider him a ‘Vexatious Litigant' - without previous court consent being obtained.

4. 2004 MJK loses HM Privy Council Appeal and later, in June, during appeal against costs, Their Lordships rule the ‘cumulative effect' of convictions rendered him unfit to practice veterinary surgery.

5. 2005 RCVS rule each motoring offence ‘rendered MJK unfit to practice veterinary surgery'. [What does motoring have to do with helping animals?]

6. 2005 RCVS obtains two year Extended Civil Restraint Order (ECRO) from London's Administrative Court restricting MJK's right to apply for disclosure of prosecution evidence gathered and sue for damages. [Why does the College need to collude with the Royal Courts of Justice?]

7. 2006 RCVS rules MJK further annual applications, to be re-instated, as ‘hoped' by the HM Privy Council court judges, are to be decided without a convened court - contrary to 2004 Statutory Instrument, Paras 20.3 and 20.6. See http://bit.ly/9uhKUB

8. 2007 HM Court Services ‘lose' MJK files between Cardiff and HM Treasury Solicitor.

9. 2007 More leaked HM internal memos from Whitehall served on Cardiff County Court.

10. 2007 Court of Appeal refuses MJK a jury trial against South Wales Police for damages.

11. 2008 MJK 4^th October letter for identification of police incidents and outcome, leads to Abuse of Process Application ordering Chief Constable to disclose incident material (Royal Courts of Justice repeatedly refuse to do same for RCVS failed disclosure).

12. 2008 Information Commissioner, contrary to FOI and Data Protection Acts, refuses to disclose RCVS's excuse not to disclose the ‘enquiry material' gathered, even when from MJK's own clients.

13. 2009 January MJK attempts to deliver a letter of complaint to His Royal Highness, The Prince of Wales, to personally intervene concerning the current conduct of the police and judiciary in his Principality.

14. 2009 Feb MJK is investigated by FTAC (Fixed Threat Assessment Centre) of Metropolitan Police and ruled ‘no risk' by their senior psychiatrist.

15. 25^th Feb Chief Constable signs her much delayed sworn affidavit, contrary to the Fraud Act, denying knowledge of several magistrate court cases and other incidents, including police breaking into MJK's veterinary surgery (see schedule of incidents).

16. 27^th Feb MJK makes statement of complaint to the police re Chief Constable.

17. March MJK lays information for private prosecution, by indictment, against Chief Constable, before Barry Magistrates. Action adjourned to July and then adjourned again.

18. April MJK's £50,000 false imprisonment Claim is filed, against HM Prison and South Wales Police, for refusing to accept, each day in prison, outstanding CPS costs in lieu of prison term.

19. May New deadline is passed for 'mutual exchange of witness statements' needed to be done in seventeen year running civil claims re police harassment and false imprisonments.

20. 8^th June Multi Agency Public Protection Arrangement (MAPPA) convenes with staff from South Wales Police Psychiatric prison, Caswell Clinic. (HM Prison excluded from proceedings, HM Governor later informs MJK). MJK registered level 3 (terrorist level). Leaked MAPPA records disclose Chief Constable deliberately delays MJK's arrest ‘for being in possession of machine gun and live ammunition' until 22^nd June 2009. [Why?]

21. 16^th June Chief Constable, RCVS and HM Attorney General were co defendants, police in attendance, at a Judicial Review Application for failed evidence disclosure and the false 25^th February affidavit.

22. 18^th June MJK obtains entry inside Police HQ with witness statements to ‘exchange' before dead line, only to be surrounded by heavily armed police wearing tin hats and carrying smoke grenades.

23. [8^th June leaked MAPPA record discloses that, should MJK approach the Defendant in his civil action, he was likely to be shot].

24. 19^th June Dolmans, solicitors for Chief Constable, receive visit by MJK for ‘mutual exchange of witness statements'. Dolmans again refuse.

25. 20^th June Dolmans make formal complaint to their client of MJK's ‘threats of criminal damage' (delivery of witness statements through their office front window).

26. 21^st June First attempted armed raid with helicopter and around 25 police officers on MJK's home.

27. 22^nd June Second attempt and arrest for ‘threats of criminal damage' and ‘possession of machine gun'. Despite HHJ Seys Llewellyn QC ordering the statement's disclosure, by Dolmans and also MJK's application for it, during criminal trial, police refuse to disclose that Dolmans statement or incident identification and outcome, some two hundred, going back to the fire of 1993 (see web site video).

28. Arrest curtails the time MJK would have remained at risk of being shot as police knew decommissioned machine gun was sold one year before.

29. July With MJK safely tucked up in HM Caswell Clinic, under Section 35 of 1983 Mental Health Act, without psychiatric examination to support, HM Privy Council denies receipt of MJK's application, HM Prison Service denies receipt of MJK's £50,000 claim served on prison, HM Court Services deny proper record was kept but keeps the court fee, HM Prison denies knowledge of MJK was admitted MAPPA level 3 prisoner, HM Treasury Solicitor continues the ‘Vexatious Litigant enquiry' while defending the £50, 000 claim, all reliant on both HM Governor and HM Court Manager's hearsay, both refusing to disclose the ‘audit trail' so ordered by the pending trial judge, HHJ Seys Llewellyn QC.

30. 2^nd December Cardiff Crown and Cardiff Crown Prosecution Service hold, in camera, excluding the public or court record, discussions with Dr Tegwyn Williams, Clinical Director of Caswell Clinic, with the view of sending MJK, not present nor legally represented, to Broadmoor high security psychiatric prison, ‘Imprisonment for Public Protection' (IPP), in order to serve a prison sentence of an indeterminate period without trial.

31. On Armistice Day in Brittany, MJK is still being denied the medical evidence that was before that clandestine hearing needed in order that he may no longer be suffering such an overdue operation for a total hip replacement and possible surgery on his recently damaged right ankle.

The NHS, just one responsible for withholding his ‘medical records', continue to remain silent.

South Wales Police do not spare any costs and don't hesitate to go to extremes to persecute Maurice, get him convicted, registered as terrorist level 3 MAPPA, incarcerated or sectioned and imprisoned for life.

HM Court Service, supposed to be independent of any party, is not operating according to their rules and procedures.

HM Treasury Solicitor is ‘interfering' on behalf of both the Royal College of Veterinary Surgeons and Cardiff Courts.

HM Prison has colluded by pretending not to know about MAPPA certification or the due process of law in a civil action.

The Royal College of Veterinary Surgeons has colluded with South Wales Police to get his name removed from the veterinary register reliant on the immunity to prosecution bestowed on it by the 1967 RCVS Royal Charter.
